Agartala, July 20 (FD) The Tripura government has made Aadhaar-enabled biometric attendance mandatory for all trainees enrolled in government-sponsored skill development programmes from August 1. It has also raised the minimum attendance requirement from 50 per cent to 70 per cent for trainees to become eligible for the final assessment.
The decision, issued through a recent government notification, will apply to all government-funded and state-sponsored skill development training centres, covering both ongoing and future training programmes.
Skill Development Department Director Pradeep K said the initiative has been introduced in accordance with Clause 6 of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 4.0 guidelines, which mandate biometric attendance for all skill development trainees.
"The Aadhaar-enabled Biometric Attendance System (AEBAS) will be implemented across all government-funded and state-sponsored skill development training centres. The system will cover both ongoing and upcoming training programmes," he said.
Under the revised guidelines, trainees, trainers and assessors will be required to mark their attendance daily through the AEBAS portal during both training and assessment sessions.
The notification further stipulates that only trainees maintaining at least 70 per cent attendance will be eligible to appear for the final assessment, replacing the earlier minimum requirement of 50 per cent.
Officials said the release of government funds to training centres will now be directly linked to biometric attendance records.
"Financial assistance will be released only for those training programmes where biometric attendance has been duly recorded, maintained and submitted," the Director said.
According to the government, the Aadhaar-linked biometric attendance system will ensure a transparent, tamper-proof and time-stamped record of attendance, enabling easier verification by monitoring agencies and assessment authorities.
To facilitate smooth implementation, all training centres have been instructed to install approved biometric devices, appoint nodal officers and IT coordinators, ensure uninterrupted internet connectivity, and complete the registration of trainees, trainers and assessors on the AEBAS portal before the system becomes operational on August 1.
