Agartala, Aug 27 (FD) The Tripura Government has started preparations for the constitution of the 8th Pay Commission, Finance Minister Pranajit Singha Roy informed the state Assembly during a discussion on Thursday. The government has initiated the process of reviewing and identifying suitable candidates for the posts of Chairman and Members of the proposed commission.
The Finance Minister said the government expects the commission to examine various issues related to pay anomalies affecting state government employees and pensioners. Appropriate recommendations are expected to be made to address such discrepancies and improve the existing pay structure.
The issue was raised by MLA Sudip Roy Barman during the Reference Period in the Assembly. Leader of the Opposition Jitendra Chaudhury also participated in the discussion.
Providing details of the history of pay revisions in Tripura, Singha Roy said the first framework for revising the salaries and allowances of state government employees was introduced in 1963 through the Tripura Employees (Revision of Pay and Allowances) Rules, 1963. The system was modelled on the policies followed by the Central Government.
After Tripura attained full statehood, the Tripura Government Services (Revised Pay) Rules, 1975 were introduced. The second revision of the pay structure followed in 1982. In 1985, the state government constituted the Third Pay Commission, whose recommendations resulted in the Tripura State Civil Services (Revised Pay) Rules, 1988, implemented retrospectively from January 1, 1986.
The Fourth Pay Commission was constituted in 1996, leading to the Tripura State Civil Services (Revised Pay) Rules, 1999, which were implemented retrospectively from 1996. A Pay Revision Committee was subsequently formed in 2008, and its recommendations resulted in the Revised Pay Rules, 2009, effective from January 1, 2006.
The government later constituted the Pay and Pension Revision Committee in 2017. Its recommendations led to the implementation of the Tripura State Civil Services (Revised Pay) Rules, 2017, with effect from April 1, 2017.
After the present government came to power in 2018, an Expert Committee was formed to review salaries and pensions. Based on its recommendations, the Tripura State Civil Services (1st Amendment) Rules, 2018 were enacted and came into effect from October 1, 2018.
The Finance Minister highlighted that the Expert Committee's recommendations increased the fitment factor from 2.25 to 2.57, resulting in a significant increase in the basic pay and pensions of government employees and pensioners. He noted that the higher pay structure also substantially increased the financial requirement for providing Dearness Allowance (DA) at the same rate.
Singha Roy further informed the Assembly that the Central Government constituted the 8th Central Pay Commission on November 3, 2025, under the chairmanship of Justice Ranjana Prakash Desai. He added that, barring one or two states, most states have not yet decided to constitute new pay commissions.
The proposed 8th Pay Commission in Tripura is therefore expected to become an important mechanism for reviewing the state's existing pay structure and addressing long-standing pay-related concerns among government employees and pensioners. FD SB
