Agartala, Aug 31 (FD) The Tripura Legislative Assembly on Monday passed four important bills during the afternoon session, covering open schooling, higher education, ease of doing business and amendments to the state Goods and Services Tax law. The Assembly also discussed plans for two additional four-lane bypass roads around Agartala to ease growing traffic congestion.
Chief Minister Dr. Manik Saha introduced The Board of Open Schooling and Examination, Tripura Bill, 2026, also known as Tripura Bill No. 14 of 2026. Speaking on the legislation, Saha said the proposed open schooling system would provide opportunities for people who had dropped out of conventional education to resume their studies.
He said the initiative is in line with provisions under the National Education Policy and would create new opportunities for learners while incorporating safeguards to protect students’ interests. According to the Chief Minister, the legislation would contribute towards the goals of “Viksit Bharat” and “Viksit Tripura.” Leader of the Opposition Jitendra Chowdhury and MLAs Gopal Chandra Roy and Shailendra Chandra Nath participated in the discussion. The bill was subsequently passed through voice voting.
The Assembly also passed the Shri Shri University, Tripura Bill, 2026, introduced by Social Welfare and Social Education Minister Tinku Roy. Jitendra Chowdhury, Gopal Chandra Roy, Ashok Chandra Mitra and Dipankar Sen took part in the discussion before the bill was passed.
Meanwhile, Industries and Commerce Minister Santana Chakma introduced the Tripura Ease of Doing Business Bill, 2026, which was passed unanimously. Finance Minister Pranajit Singha Roy presented the Tripura State Goods and Services Tax (Tenth Amendment) Bill, 2026, which was also passed unanimously after discussion involving MLA Gopal Chandra Roy.
Two New Bypass Roads Proposed
In another major development, Chief Minister Manik Saha informed the Assembly that proposals for two additional bypass roads around Agartala are under consideration, with Detailed Project Reports currently being prepared.
The proposed projects are the Agartala Bypass (Western Branch) and the Agartala Eastern Bypass. The Western Branch is planned as a four-lane road measuring approximately 25.4 km. It will begin from the Amtali section of NH-8, pass along the western outskirts of Agartala and connect with NH-108B at Lembuchhara.
The Chief Minister said the project is expected to improve the movement of long-distance vehicles and reduce traffic congestion inside Agartala.
The proposed Agartala Eastern Bypass, also planned as a four-lane road, will be approximately 22.1 km long. It will connect NH-108B at Lembuchhara with NH-8 at Amtali through the eastern side of Agartala via Khayerpur.
Once completed, the two projects are expected to strengthen road connectivity, improve traffic flow and reduce pressure on existing roads in and around the state capital.
At present, four bypass roads are being implemented under the National Highways and Infrastructure Development Corporation Limited (NHIDCL): Mohanpur Bypass, Khowai Bypass, Khayerpur-Amtali Bypass and Bishalgarh Bypass. FD SB
