Agartala, July 27 (FD) Chief Minister Dr. Manik Saha on Monday chaired a high-level review meeting to assess the progress of several transformative revenue reforms aimed at modernising land administration, improving governance, promoting ease of doing business, and ensuring transparent, citizen-centric public services across Tripura.
The review meeting, held at the Conference Hall of the Tripura Institute for Transformation (TIFT), focused on a series of key initiatives, including Automatic Land Mutation, Tea Estate Management, the NAKSHA Project, the Bhunaksha Project, Agri Stack implementation, rationalisation of circle rates, and forest patta demarcation using advanced digital survey technologies.
During the meeting, the Chief Minister reviewed proposals designed to create a modern, technology-driven revenue administration capable of delivering faster, transparent, and hassle-free services to citizens. He directed the Revenue Department to ensure that all proposed reforms are implemented in a time-bound manner so that government services become more efficient while maintaining accountability and transparency.
One of the major highlights of the meeting was the proposed Automatic Land Mutation system. The initiative seeks to enable seamless updating of land records immediately after property registration through digital integration, significantly reducing manual intervention, eliminating delays, and minimising repeated visits by citizens to government offices. Dr. Saha also instructed officials to study successful automatic mutation models implemented in other states before introducing the system in Tripura.
The Chief Minister also reviewed reforms related to the tea sector, including proposals for better utilisation of vacant tea estate land, promotion of tea tourism, reduction of avoidable litigation, and attracting private investment. These measures are expected to generate employment opportunities, strengthen the tea industry, and contribute to the state's economic development while protecting the interests of tea workers and other stakeholders.
Progress under the National Geospatial Knowledge-based Land Survey of Urban Habitation (NAKSHA) Project was also assessed. Ground-truthing of the project is expected to begin shortly within the Agartala Municipal Corporation area, using high-resolution geospatial mapping to create accurate digital land records and strengthen urban land management.
Reviewing the Bhunaksha Project, Dr. Saha directed the Revenue Department to digitally survey and demarcate nearly five lakh pending land plots using modern survey equipment. He also instructed officials to begin time-bound demarcation of approximately 1.31 lakh forest patta plots to improve land record management across the state.
The meeting further discussed implementation of the Agri Stack initiative, a flagship Digital Public Infrastructure programme jointly executed by the Revenue and Agriculture Departments. The initiative aims to establish a verified farmer registry, geo-referenced farm maps, and crop sown registers to ensure transparent delivery of government benefits and improve agricultural planning.
The Chief Minister also noted that the existing Tripura Land Revenue and Land Reforms Act, 1960, does not provide for mutation of flats or apartments. He directed the Revenue Department to prepare a proposal for Cabinet approval to introduce the necessary legal amendments enabling individual mutation of apartments.
Emphasising the importance of coordinated implementation, Dr. Saha instructed all concerned departments to ensure close inter-departmental coordination, extensive use of digital technologies, and continuous monitoring of reform initiatives. He stated that the reforms would strengthen good governance, improve public service delivery, promote investment, enhance agricultural productivity, and build a transparent, digitally empowered, and people-friendly revenue administration in Tripura.
The meeting was attended by Secretary to the Chief Minister Kiran Gitte, Revenue Department Secretary Milind Ramteke, Additional Secretary Subhash Chandra Saha, while District Magistrates and Collectors from all eight districts participated through video conferencing. FD SB
