Agartala, Nov 21 (FD) Tripura Chief Minister Manik Saha said that the successful implementation of e-office from the state council of ministers to the panchayat level is a big achievement for the state government.
Saha on Thursday said the state successfully introduced e-office systems from the cabinet to the gram panchayat level.
He said, "The successful implementation of e-office from the state cabinet (council of ministers) to the panchayat level is a big achievement for the state government. Now, the panchayat department has started an online payment system at the village level, which was praised at the recent Chief Ministers’ conference attended by Prime Minister Narendra Modi."
People's representatives of Tristar Panchayat should work with transparency and honesty in implementation of development programs. The good behavior of public representatives should touch people's hearts. Only then will people have faith in public representatives.
Chief Minister said this while inaugurating a workshop on the state-based public planning campaign (People's Plan Campaign) at Gram Swaraj Bhavan of Panchayatraj Training Institute in Arundhatinagar today. On the occasion, the Chief Minister announced the Panchayat Raj Training Center as State Panchayat Resource Centre.
He said that annual plans are prepared at the panchayat level through the People's Plan campaign every year. Its objective is to prepare development plans for the next financial year through the total participation of the people.
Saha said, “Our country is determined to achieve sustainable development targets in 17 areas adopted by the United Nations by 2030. As a part of this, plans are being prepared at each gram panchayat and village committee level.
The Chief Minister said on the occasion that various developmental projects of the Central and State Governments are implemented through Tristar Panchayats. Prime Minister Narendra Modi said, India will rise if the village rises. Present-day India is on the verge of transformation. Special emphasis should be given to the transformation of rural development by following this vision of the Prime Minister.
In preparing the annual plan, it is necessary to keep in mind all the flagship projects that are being implemented in the rural areas, including the projects of the central and state government departments.
It is also very important to prepare the list of work through the village council and complete the annual final plan by approving it. If a panchayat and village committee cannot plan properly, it is not possible to deliver good governance to every people. Sabka Sath Sabka Vikas takes this vision to work for the people's representatives of the Panchayats in the rural area plans.
He also shed light on the importance of Gram Sabha, Women's Sabha, Shishu Sabha. The secretary also discussed in detail about the success that has come in the last few years in the panchayat system of the state.
The best district, block, panchayat and village committees were awarded on the basis of Panchayat Development Index score at the event. Out of the top 3 districts, Unkoti district was ranked first, South Tripura district was second and West Tripura district was third. Among the top 4 blocks, Kumarghat block is the first, Padmabil block is the second, Rupaichari and Amarpur blocks are the third respectively.
Best among the 4 Gram Panchayats and Village Councils, Rupaichhari Block has been ranked first. Rupaichari Village Council, Bampur Gram Panchayat of second Amarpur block and West of Amarpur block got joint third place. Brajpur between Malbasa and Charilam blocks. Paschim Majlishpur Gram Panchayat of Jiraniya block got the first place for implementation of smart office innovation in the event and Phatikrai Gram Panchayat of Kumarghat block got the second place. Anupam Das, BVO of Satchand Block was awarded for implementing e-office system. The Chief Minister handed over the prizes to the winners. A theme song on Localization of Sustainable Development Goals was officially launched at the event. Moreover, 5 e-booklets were unveiled. These books are Panchayat Development Plan, Gram Sabha Chronicle, Prashikshanam. Panchayat Annual Report and Action Plan (2024-25) and Panchayat Development Index Score Card.
